In order to see Survey Log in a Project, the user has to be either of "Primary Leader" or "Leader" in the corresponding team.
Please try following steps:

Please check which team is project owner's team in "Project Details" page.
Select Three-Dots-Menu (Upper right in Home screen) -> Project Info -> Project Details. At the bottom, there's a field named "Project Assignment" which shows Project Owner and their team.

If needed, update the user's rank in the team.
Select Three-Dots-Menu -> Admin -> Labor -> Teams -> find the Project Owner's team, enter edit-page, change their rank to "Primary Leader" or "Leader" and save.
